I would suppose the Holy See could be considered to be part of the government of the Vatican City State, which does have a small territory.
I don't know what was reason for the change, possibly some document from Vatican was received by Armand lately.
The current (second) Constitution (Fundamental Law) of the State of the City of Vatican was published in "Acta Apostolicae Sedis" on 26 November 2000, and came into force on 22 February 2001.
