United States territory - Wikipedia, the free encyclopedia
The Government of the United States of America has claims to the oceans in accord with international law, which delineates a zone of territory adjacent to territorial lands and seas.
This extent of territory is all the area belonging to, and under the dominion of, the United States federal government (which includes tracts lying at a distance from the country) for administrative and other purposes.
However, some Native Americans claim that the U.S. still illegally occupies some of their land, pointing to treaties that they say the United States later violated.

UNION COUNTY, OHIO - 1883 HISTORY - THE NORTHWEST TERRITORY

The United States itself at that period extended no farther west than the Mississippi River; but by the purchase of Louisiana in 1803, the western boundary of the United States was extended to the Rocky Mountains and the Northern Pacific Ocean.

The Legislature of that State, on the 2d of January, 1781, resolved that they would yield to the Congress of the United States, for the benefit of the State, all their rights and claims to lands northwest of the Ohio River, on certain conditions, mentioned in the act.

Northwest Territory (from United States) --  Britannica Student Encyclopedia
The federal government of the United States was created by the Constitution, which went into operation in 1789 when the first Congress convened and George Washington took the oath of office as president.
Besides the 48 contiguous states that occupy the middle latitudes of the continent, the United States includes the state of Alaska, at the northwestern extreme of North America, and the island state of Hawaii, in the mid-Pacific Ocean.
region, northwestern U.S., including the states of Oregon and Washington and part of Idaho.

 Northwest Territory
The four so-called landed states—Virginia, Massachusetts, New York, and Connecticut—claimed portions of the Old Northwest, while states with no western land claims, especially Maryland, argued that if the claims of the landed states were recognized, the wealth and population of the other states would be attracted to the western lands.
In 1800 the western part was split off as Indiana Territory, and by 1802, the eastern portion was populated enough to seek admission as a state; it was admitted as Ohio in 1803.
The Old Northwest became U.S. territory in 1783 by the Treaty of Paris ending the Revolution and soon was one of the most pressing problems before the U.S. Congress.

 The 49th State
To be sure, political considerations had often been part of statehood questions: the 1864 elevation of Nevada from territory to state (though it only had a population of 20,000 at the time) gave Abraham Lincoln needed votes for re-election and also helped ratify the 13th Amendment.
A colonial economy developed in which much of the territory's natural wealth (minerals, furs, salmon, timber) was extracted from the region and used elsewhere for the profit of absentee business interests.
The 1910 Ballinger-Pinchot affair, which involved the illegal distribution of thirty-three federal government Alaskan coal land claims to the Guggenheim interests, culminated in a Congressional investigation and brought Alaska directly into the national headlines.

History of Indiana, Virginia's Cession to United States; Formation of Northwest Territory
Prior to the question of public domain and the Ordinance of 1787 came the cession by Virginia of her northwestern possessions to the United States, along with other territorial relinquishments by other states.
It was the first public domain of the United States and the first use made of the lands was in the discharge of the nation's debts to Revolutionary soldiers.
With the history of the Northwest Territory prior to the formation of Indiana Territory, in 1800, however, it is not our purpose to deal beyond noting in a general way the westward movement that presently extended to our territory.

Northwest Territory - Wikipedia, the free encyclopedia
The territory included all the land of the United States west of Pennsylvania and northwest of the Ohio River.
As a concession in order to obtain ratification, these states ceded their claims on the territory to the U.S. government: New York in 1780, Virginia in 1784, Massachusetts and Connecticut in 1785.
The United States' claim to the region was not fully realized until the 1814 Treaty of Ghent, which ended the War of 1812.
