In reply to the crisis of the Presidential Election of 2000, the federal government attempted to clarify and codify voting rights in the United States for the 2004 election through the enactment and implementation of the Help America Vote Act (HAVA) Law.
The new organization, which consists of a host of voting experts from the fields of technology, academia, politics, and media, has formed to promote voter-verified balloting and to preserve privacy protections for elections in the United States.
Insiders, including election officials and poll workers, were also found to be capable of manipulating the system.

April 7, 2004—Machines will produce 99.4 percent of the election results for the upcoming 2004 presidential election.
With all the hoopla over voting machine "glitches," porous software, leaked memos, and the creepy corporations that sell and service these contraptions, and with all the controversy that surrounds campaign financing, voter registration, redistricting issues, and the general privatization of the election process, we are missing the boat on the biggest crisis facing our democracy.
Voting machines have been marketed as “assisting voters” (i.e., President [sic] Bush's Elections Assistance Committee), rather than what they really do, which is to interfere with a citizen's right to vote.

The OSCE carped that voter identification is made more difficult because Americans are not required to carry a "national identification document." This group of outsiders predicted "greater controversy" in the 2004 election than there was in 2000 because voting machines do not "produce the necessary paper trail."
There really wouldn't be a problem with the OSCE observing our election if they were here as observers; that is, to learn how democracy works and witness democratic elections in the country that does it better than any other.

With the election looming, states that plan to use the touchscreen systems are rushing to do their own tests or are buying uncertified machines.
The question is whether the political direction of voting districts in the US or abroad should be decided by an opaque voting process.
