 Hartland Historical Society
In the Hartland records, which are full and perfectly legible from the earliest days to the present, Oliver Willard appears as moderator of the first town meeting, March 19, 1767, and as the first formally elected town clerk March 19, 1769.
General Enos was made a Freeman of Vermont in Hartland, and the clerk's entry reads, “At a meeting of the Freemen of the Town of Hartland Septr the — 1782 Genrl Roger Enos Took the Oath provided for the Freeman of the State of Vermont.
It is probable that Oliver Willard notified the proprietors of the first meeting in August, 1761, as provided by the charter; for his warning of a similar meeting in 1763, the oldest document, except perhaps the map, among the records of Hartland, implies previous meetings.

 History of Madawaska Territory
William D. Williams, a Justice of the Peace, was directed to issue a Warrant for a Town Meeting, which was directed to Walter Powers, inhabitant, and the meeting was scheduled for August 20, 1831 at the house of Peter Lizotte, on the south side of the river, in what is today Maine.
This meeting of about 40 men was held out of doors ("en plein air") as Lizotte protested against the meeting being held in his house.
As no census of Madawaska had been taken, Ebenezer Greely of Dover was sent to take one so that the town could have its apportionment of the funds.

Towns had their own version of the moot, which had aspects both of court and of council meeting; the various names by which versions of this was known in different towns included burhgemot, portmoot, portmanmoot, assembly, and congregation.
And in some towns, such as Lynn, perhaps inspired by London's example, mayors were created to lead the community in pressuring borough lords to cede power, particularly where bailiffs (controllers of local courts) remained appointees of the lords.
At Lynn the poorest townsmen were clearly described as non-burgesses, "burgesses" evidently being equated with those residents who had become freemen ; this appears also the case in Ipswich.
