 European Charter for Regional or Minority Languages - Explanatory report
The purpose of the charter is not to resolve the problems arising out of recent immigration phenomena, resulting in the existence of groups speaking a foreign language in the country of immigration or sometimes in the country of origin in case of return.
In particular, the charter is not concerned with the phenomenon of non-European groups who have immigrated recently into Europe and acquired the nationality of a European state.
Paragraph 1.i adds a further dimension: the idea that such relations must also be able to develop across national frontiers if groups speaking the same or similar regional or minority languages are spread over several states.

People do not believe that the geographical area in which German is spoken is respected with a view to ensuring promotion of the language; they believe that the French Government rarely facilitates and encourages the use of written or spoken German in public and private.
In this area, German is spoken alongside French, as are various languages that have been introduced by recent immigrants, particularly Arabic.
Although German has been declared a "regional language", young people can study up to baccalauréat level without learning German and without hearing any mention of local history and culture.

This reminds me of some articles I've seen recently about the revival of Native American languages in the US.
Eugen Weber's Peasants into Frenchmen: The Modernization of Rural France, 1870-1914 (Stanford University Press, 1976), covers (among many other things) the efforts by the central government to stamp out regional dialects, patois and distinct languages in the name of "modernization".
France spent much of the 20th century trying to eliminate the minority languages that were spoken by half its population 100 years ago.
