The document was signed by Georgios Koundouriotis, Panagiotis Mpotasis, Ioannis Kolettis and Anagnostis Spiliotakis and no Greek fleet had sailed to help the islands of Psara and Kasos from the holocaust that would follow.

Kardamyla - Chios, Kardamylian Merchant Marine Fleet
After surviving every catastrophe possible, the kardamylian merchant fleet was able to rebuild itself from the ruins without any assistance except from the bold and hard working Kardamylians, with their knowledge and their naval skill which sets them apart from others.
Even though other fleets in Greece such as those of Psara, Hydra, Spetses, Galaxidi, and Cephalonia couldn't endure and disbanded, it is worth noting that the fleet of Kardamyla with its new attempts was able to remain standing.
This was the basic reason why they descended late to the sea.
