ORDINANCE OF 1787.—No. 32. An ORDINANCE FOR THE GOVERNMENT OF THE TERRITORY of THE UNITED STATES, NORTHWESTb> of THE OHIO RIVER.

This was the fifth county in the Northwestb> Territory, north of the Ohio River.
The inhabitants of said Territory shall always be entitled to the benefits of the writ of habeas corpus, and of the trial by jury; of a proportionate representation of the people in the Legislature, and of judicial procedure according to the course of common law.

UNION COUNTY, OHIO - 1883 HISTORY - THE NORTHWESTb> TERRITORY

When the Northwestern Territory was ceded to the United States by Virginia in 1784, it embraced only the territory lying between the Ohio and the Mississippi Rivers, and north to the northern limits of the United States.
Clair, and considered the capital of the Territory-to nominate persons from whom the members of the Legislature were to be chosen in accordance with a previous ordinance.
While Dr. Cutler, one of the agents of the company, was pressing its claims before Congress, that body was bringing into form an ordinance for the political and social organization of this Territory.

A History and Biographical Cyclopaedia of Butler County, Ohio

Arthur St.CLAIR, the governor of the Northwestb> Territory, was appointed major-general in the United States army on the 4th of March, 1791, and invested with the chief command of the troops to be employed against the hostile Indians.
The Legislature of that State, on the 2d of January, 1781, resolved that they would yield to the Congress of the United States, for the benefit of the State, all their rights and claims to lands northwestb> of the Ohio River, on certain conditions, mentioned in the act.
The States that had no vacant lands remonstrated against those claims as unjust and inequitable.

Ohio was separated from the remainder of the Northwestb> Territory in 1800, and in 1803 it became the first state of the territory to be admitted to the Union.
The U.S. Congress in 1785 enacted the Land Ordinance, establishing conditions for sale of land in the territory, and in 1787 passed the Northwestb> Ordinance, providing for administration of the territory.
The first European to explore the territory of present-day Ohio was probably the French explorer Robert Cavelier, sieur de La Salle, who claimed to have found and ascended the Ohio River in 1669.

The territory included all the land of the United States west of Pennsylvania and northwestb> of the Ohio River.
The square surveys of the Northwestb> Territory would become a hallmark of the midwest, as sections, townships, counties (and states) were laid out scientifically and land was sold quickly and efficiently (although not without some speculative aberrations).
As a concession in order to obtain ratification, these states ceded their claims on the territory to the U.S. government: New York in 1780, Virginia in 1784, Massachusetts and Connecticut in 1785.
