These institutions have been suspended since 2002 because of unionist impatience at the pace of Sinn Féin's movement away from its associations with the Provisional IRA, which reached breaking point after PSNI allegations of spying by people working for Sinn Féin at the Assembly, although nobody was convicted after a high-profile police operation.
Foreign flags are also found, such as the Palestinian flags in some Nationalist areas and Israeli flags in some Unionist areas, which represent general comparisons made by both sides with conflicts in the wider world.

Continued resistance by the IRA to disarming has threatened self-government and led Trimble to resign on July 1, 2001.
Negotiations on disarming the IRA and other paramilitary groups, however, were relatively fruitless until late 2001, when the IRA began disarming; Trimble subsequently returned to office.

CAIN: Conflict in Northern Ireland: A Background Essay
So the broad outlines of the current conflict in Northern Ireland had been sketched out within fifty years of the plantation: the same territory was occupied by two hostile groups, one believing the land had been usurped and the other believing that their tenure was constantly under threat of rebellion.
It has been speculated that this rise in loyalist violence may be connected to the failure of recent political talks.
It was opposed by the Democratic Unionist Party and most of the Ulster Unionist party, but eventually was brought down through a Protestant workers' strike in May 1974.
