In 1882 the Newport Poor House and Farm on the 92-acre Coasters Harbor Island was donated to the Navy by the City of Newport and the State of Rhode Island.
Newporters began to look at the fort on Goat Island with some suspicion, and were becoming uneasy with having an armed garrison controlling access to their harbor.
Life in Newport for the students was memorable, though there were certain misgivings on the part of the citizenry in the beginning.
