From 1900 to the beginning of World War I in 1914, however, both political parties in Nebraska were characterized by a growing belief that more government action was required to meet individual needs.
For two years Red Cloud and his allies besieged these forts, and after long negotiations, in 1869 Red Cloud and the U.S. government signed the Treaty of Fort Laramie, under which the United States agreed to abandon the Bozeman Trail.
But many Nebraskans also doubted the loyalty of the state’s large German American population, many of whom spoke German in everyday conversation and read local German-language newspapers.

The reason the Democrats were trying to attach the gold fields to Kansas, one newspaper charged, was their belief that such a step either would prevent passage of the bill to admit Kansas or else would prevent the organization of a new territory in the gold region.

The region in question had been considered a vast desert and had consequently been consigned to the Indians.
By R.D. Monroe, Ph.D. Abraham Lincoln emerged from his self-imposed political retirement in 1854 soon after the Kansas-Nebraska Act became law.
Douglas framed the bill with the idea that the people of Nebraska and Kansas should decide for themselves whether they wished to permit slavery, a doctrine he called "popular sovereignty." He hoped that local control could remove slavery from the national political stage, where it had become a disruptive issue.

The hostilities between the factions reached a state of low-intensity civil war which was extremely embarrassing to the U.S. federal government, especially as the nascent Republican Party sought to capitalise on the scandal of Bleeding Kansas.
