One effect of the Marian reforms was political.
The Servian census system also identified a last class of citizens, the capite censi ("registered by headcount"), who were eligible to vote, but could not serve in the army because they owned no property (and so could not afford arms).

one thing i REALLY miss about the pre-marian reforms is the switchover form triarii to auxiliary spearmen.
Pre- Marian style is good for when you wanna find out who the best of the best is, basically through a process of elimination.

So, if you want to have the reforms close to 270 BC the way to do it is to set the campaign start date to 320 BC, and then use a short script to change the date after the campaign starts to 270 BC.

The Roman Republic technically did not have a "national army" as the legions were all citzen volunteer/conscripts who served as part of their civic duty.
This started to break down in the late Republic with the Marian reforms where soldiers started getting paid although my memory is a bit hazy on this.
Once they started to pay troops things got very strange as the troops became more loyal to the commander/paymasters then to Rome although it took some time for that to get truly unhealthy.

According to some posts, the Marian Reforms occur after a timer set by a build Imperial Palace goes off.
If you are Rome/Gaul/Birtain etc. and you capture that region you CANNOT build elephant or camel untis, your faction has to have access, although you probably can change it in the unit_decrp file.
