The Russian Foreign Ministry criticized the Japanese side for breaking what it said was the confidentiality of Russian-Japanese negotiations, and denied that any such framework agreement had been reached.
Mori said that the frameworks agreement had been reached during talks in early April between a head of the Japanese Foreign Ministry's European Affairs Bureau, Kazuhiko Togo, and Russian Deputy Foreign Minister Aleksandr Losyukov.

 Strong earthquake jolts Northern Japan, Kurils
Iturup is among several southern Kuril islands that are claimed by Japan but have been occupied by Russia since the end of World War II.
The earthquake was centered just below the seafloor about 125 miles southeast of the island of Iturup, Etorofu in Japanese, the agency said.
Japan's Central Meteorological Agency also said there was no danger of tsunami, or seismic waves caused by earthquakes, hitting Japan.

In 1785 the Japanese government organized an expedition which explored Hokkaido, Sakhalin and the Kurils.
However, Vries mistakenly identified Urup as a projection of mainland North America, based on his faith in the reports of Spanish explorers that the coastline of America just north of California began to slant sharply westward toward Asia.

 Kuril residents try to rescue killer whales
The constant blows against the ice caused injuries to the whales’ heads and fins, the news agency Novosti wrote.
Several years ago a storm allowed a killer whale with three cubs to escape to the sea after spending two days in an ice trap near Iturup, Novosti wrote.
The killer whales could not get out of the ice-floes and return to the open sea, according to the Sakhalin fish monitoring company Sakhalinrybvod.

In Moscow, the solution was hailed by Institute of Political Studies Director Sergei Markov, who told the Interfax agency Monday the transfer of the islands would benefit Russia.
The agency said more negotiations would be likely, as Japan also wants to get the islands of Iturup and Kunashir.
Sunday, Russian Foreign Minister Sergei Lavrov told reporters Moscow recognized the 1956 declaration that calls for the transfer of the islands Shikotan and Habomai to Japan, and was ready to fulfill it, provided a peace treaty is signed.

Another 72 families are planning to move there within the next five to seven years, reported Leonid Sapronov, the head of Sakhalin Cossack military unit, which amounts to approximately 3,500 people on Sakhalin.

A Japanese Coast Guard airplane spotted three life rafts in the choppy sea early Thursday, but could not see whether survivors were on board because of the bad weather, the official said.
The Kuril Islands, which are controlled by Russia but claimed by Japan, extend into the Pacific Ocean north from Japan's northern Hokkaido Island.
