Iraqi Interim Government - Wikipedia, the free encyclopedia
The Iraqi Interim Government was created by the United States and its coalition allies as a caretaker government to govern Iraq until the Iraqi Transitional Government was installed following the Iraqi National Assembly election conducted on January 30th, 2005.
It was recognized by the U.S., the United Nations, the Arab League and several other countries as being the sovereign government of Iraq (see Iraqi sovereignty for more information).
In early July, Allawi issued an unprecedented statement claiming that the Iraqi interim government had provided intelligence for the U.S. air strikers with 500 and 1000 pound (220 and 450 kg) bombs on Fallujah in July.

Iraqi Governing Council - Wikipedia, the free encyclopedia
On June 1, 2004, the Iraq Interim Governing Council dissolved after choosing council member Ghazi Mashal Ajil al-Yawer as the new Iraqi president of the Iraq interim government.
In September 2003, the Iraqi Governing Council gained regional recognition from the Arab League, which agreed to seat its representative in Iraq's chair at its meetings.
This move met with wide protest among many Iraqi women fearful of how it will affect their freedom to make their own decisions about marriage, divorce, alimony, and many other issues where Iraq used to be a leader in the Arab world for women's rights.

BIGpedia - 2003 Invasion of Iraq - Encyclopedia and Dictionary Online
Prior to the U.S. invasion of Iraq, Zarqawi had settled in Kurdish northern Iraq (an area not controlled by Saddam Hussein's government) where he joined, and may have led, the terrorist organization Ansar al-Islam, which was an enemy of the Ba'athist government.
Their view was that Iraq had violated the terms of the cease-fire by breaching two key conditions and thus made the invasion of Iraq a legal continuation of the earlier war.
The invasion was swift, with the collapse of the Iraq government and the military of Iraq in about three weeks.

A US appointed governing council, rewarding Ahmad Chalabi for his great pre-war "intelligence," and a token constitution, which key players have not accepted, are not the formula for establishing stability in Iraq or stopping the violence.
The Iraq war has destroyed American credibility around the world and now, when trust is most needed for a solution to violence which is spiraling out of control in Iraq, American has none.
The present Iraqi governing council lacks credibility in the eyes of most Iraqis; since the council members were basically appointed by the United States.

 Neighbours Keep Out
Last week, American pressure dissuaded the Governing Council from issuing a formal rejection of the Turkish troops; on Monday, though, its foreign minister, Hoshyar Zebari, said at a summit of Islamic countries in Malaysia that the council was opposed to the presence of forces from any of Iraq's neighbouring countries.
However, the chances of bringing in reinforcements from other countries worsened further on Monday, when Iraq's Governing Council--an interim group appointed by America to run some of Iraq's affairs until a new government is elected--reaffirmed its opposition to admitting troops from Turkey.
But many Iraqis are appalled at the idea: for centuries, Iraq was part of the Turkish-run Ottoman empire and the idea of being reoccupied, even temporarily, by the former colonial ruler has not gone down well.

USA has no plans to withdraw from Iraq - PRAVDA.Ru
Mouwaffak ar-Rabia, a member of Iraq's Interim Governing Council who met the US leader in Baghdad, has the impression that Bush is not one of who hesitates, while he is prepared to pay any price, however high, to achieve his aim, which now means building democracy in Iraq.
The new chairman of Iraq's Interim Governing Council, Jalal Talabani, stressed in an interview with the Paris-based newspaper La Croix that the forces of the US-British coalition could not ensure security in Iraq on their own, while he also said, "only the Iraqis themselves can restore security in their country".
However, the USA did not transfer power to anyone and in July decided to appoint the members of Iraq's Interim Governing Council, relying on the principle of religious and ethnic representation.

Iraqi council faces many hurdles csmonitor.com
The council's 25 members represent all Iraq's ethnic groups including the roughly 75 percent who are Arab, 15 percent who are Kurdish, and the rest who include Turkomans and Assyrians.
Relations between the interim council and the CPA have been good, Kanna says, although he and other members voice some criticisms of the coalition's handling of security problems in Iraq.
Finally, Iraq's very ethnic and religious diversity - reflected in the council's makeup - makes reaching consensus difficult for Kanna and others as they debate key steps in the transition to a permanent elected government in Iraq.

Iraq invaded Kuwait under Saddam Hussein in 1990 and annexed the oil-rich Gulf country, before his troops beat a hasty retreat seven months later in the US-led 1991 Gulf war.

Baghdad has for decades laid claim to Kuwait as an integral part of Iraq, arguing the emirate was artificially separated by the British colonisers.

 Re: Arabs ‘reject Iraq Council’
The statements by the foreign ministers are based on their belief that the governing council is not legitimate as Americans and not Iraqis put it in place.
Despite this issue, the comments of the UN special representative in Iraq on the legitimacy of the IGC that is accrued from its representivity of the Iraqi population (including Assyrians) must be affirmed.
The willingness of the Assyrian Democratic Movement (the Assyrian party represented on the IGC) to help is a testament to the Assyrian commitment for a pluralistic, democratic Iraq.

Yawar, a Sunni Muslim, said the council’s two main concerns were that the interim government must have the power to ask foreign troops to leave Iraq and that it excercise full control over funds to reconstruct the war-torn country.
Later, maverick Shiite council member Ahmed Chalabi, who cut his ties with the US-led coalition Thursday after a US-backed Iraqi police raid on his property, said any UN role in shaping a sovereign Iraq would be “dangerous”.
He said the status of foreign troops should be discussed between a sovereign Iraqi government and the Americans, adding that such forces “should not be immune to any accountability,” alluding to the US prison abuse scandal.
