This movement to extinguish tribal rights of the Five Civilized Tribes, who had been maintaining a series of independent governments since their removal to Oklahoma during the first half of the nineteenth century, was not a new policy.
It was cited that in one tribe there were fifty-three murders in one month and twenty-four days with not one murderer punished.
Resolutions were drawn up expressing the sentiment of the meeting as being against any action, and the Commission expressed themselves as being thoroughly convinced that the entire session had been under the control of the political leaders and the landholders of the different tribes.

Rather, Indian Freedmen Repudiate the position of outdated Racist Ideology of Discrimination based on Ethnic Origin and Previous Condition of Servitude, which has been Abolished and Made Illegal by the United States Government.

Suits by the United States to set aside a large number of alleged illegal conveyances of lands of the Five Civilized Tribes of Indians, known as the "30,000" Land Suits." On demurrers to bills raising various questions.
But there was a further provision that the conveyance should be approved by the Secretary of the Interior, which should serve as a relinquishment to the grantee of all the right, title, and interest of the United States in and to the lands embraced in the deed or patent.
We have seen that by the act of March 3, 1893, the consent of the United States was expressly given to the allotment of these lands by the tribes to the individual members of the tribes.

The agreement of September 27, 1897, had failed of ratification by the Creek Council, had been embodied in the terms of the Curtis bill, and submitted for ratification to a vote of the Creek people, and had been rejected by them.
After the issuance of the patent aforesaid, by the United States to the Creek Nation, the Creek people migrated from their homes in the East, and settled upon the lands therein described.

 THE DAWES COMMISSION
These tribes were collectively known as the Five Civilized Tribes because many of them had adopted so many elements of white culture that reformers pointed to them as models for what assimilation could accomplish.
Both Congress and then President Benjamin Harrison believed that the task of negotiating an allotment agreement with these tribes was too important to entrust to the Bureau of Indian Affairs' Union Agency, which managed the day-to-day relations between the federal government and the Five Civilized Tribes.
However, the reprieve from allotment was brief for the Five Civilized Tribes because they occupied more than 20 million acres of valuable land in what was then Indian Territory (most of what is now eastern Oklahoma).
