The Democratic Republic of Timor-Leste or East Timor is the newest independent country in the world, located in Southeastern Asia.

Indonesian law still in effect in East Timor prohibits forced labor; however, during the year, local leaders informally required a number of returnees accused of involvement in the post-consultation destruction of September 1999 to engage in compulsory labor as a means of punishing them for their alleged offenses (see Section 1.c.).
On October 15, 1999, the UNHCR appointed the International Commission of Inquiry on East Timor (ICIET), which issued a report in January 2000 that made several recommendations, including that an international tribunal be established to prosecute those responsible for the mass abuses.
In addition dozens of East Timorese prisoners, including political prisoners, previously held in Becora prison in Dili, reportedly were taken to West Timor in September 1999.

 Amnesty International - East Timor Crisis
Following the adoption of a resolution on East Timor by the Commission on Human Rights at its special session in Geneva, Amnesty International said that it was now the UN Secretary-Generals responsibility to ensure that any Commission of Inquiry into suspected crimes against humanity and war crimes is independent, credible and effective.
The human rights organization welcomed the recommendations of the Commission of Inquiry on East Timor, which were officially released today.The COI has asked the UN to set up two bodies, an independent international investigatory body, and an international tribunal to deal with cases of those accused by the investigators.
East Timorese pro-independence supporters who have been forced into relocation camps are reportedly being arrested or forcibly recruited into militia units, Amnesty International said today.

East Timor's human rights defenders operated freely and played an active role in lobbying UNTAET and transitional government institutions.
Under the auspices of the U.N. Transitional Administration in East Timor (UNTAET), it held a peaceful election in August for a constituent assembly whose delegates then proceeded to discuss and debate the nature of the new state: how it would be structured, how power would be shared, what fundamental rights would be guaranteed.
Although reports continued of militia leaders in the West Timor camps intimidating refugees and spreading disinformation to discourage them from returning, their hold over the camps seemed to be steadily declining.
