When the Yankton Treaty was signed later that year ceding much of what had been Lakota land to the U.S. Government, early settlers formed an unofficial provisional government and unsuccessfully lobbied for territory status.

On a national level, there was pressure from the Republican Party to admit the two states rather than one to add political power in the Senate.

Edmunds was notified of his appointment as territorial governor by President Lincoln on October 17, 1863.

 Obtaining Land in Dakota Territory
Western land squatters asked Congress to grant them the right of pre-empting their claims in advance of the land sale so they would not be obliged to bid for them against speculators.
The Southern states had been the most vociferous opponents of the policy, and their secession cleared the way for its adoption.
This became a demand of the Free-Soil party, which saw such distribution as a means of stopping the spread of slavery into the territories, and it was subsequently adopted by the Republican party in its 1860 platform.

Forty years ago, early in his distinguished career, Yale University Press published his first book, "Dakota Territory, 1861-1889: A Study of Frontier Politics." It's a delight to say the Institute for Regional Studies at North Dakota State University has brought this classic work back into print.
It would be pleasant to report that the sturdy German-Russian and Norwegian farmers of the territory, and the straight-shooting ranchers, and the upstanding business people eventually asserted democratic values and overthrew the machine, but that's not what happened.

While many of the state and regional buffalo organizations are focused mainly in one state, the DTBA has managed to not limit itself to being a South Dakota organization.
Based in Rapid City, SD, the heart of buffalo country, the Dakota Territory Buffalo Association was formed in 1996 by a group of buffalo producers from a twelve state area and two Canadian provinces.

Although the Dakota Territory Challenge offers some extremely difficult trails, there are other trails offered for every level of experience.
Some trails such as Bikini and T-Back were not accessible due to the Rockerville fire, and the section of 385 between the Fish N Fry Campground and Deadwood was closed because of a mud slide that had occurred during Bike Week.
I believe the toll for the day was one torn side wall, one or two front axle shafts, one CJ steering box bracket that nearly came off the frame and one or two broken spherical rod ends on someone's tie rod.

The population given for 1860 is for the whole of Dakota Territory as organized in 1861, essentially comprising present-day South and North Dakota east of the Missouri River; no determination has been made to assign the 1860 total to what became the two separate States.
In 1860, some forts and settlements in the present State also were enumerated in Nebraska Territory.
After Minnesota became a State in 1858, this area remained unorganized until Dakota Territory was established in 1861, including all of the present-day Dakotas as well as most of Montana and the northern half of Wyoming.

 Deadwood, South Dakota Revealed - About DEADWOOD
The report of Custer's exploration created great excitement and a rush of gold hunters was precipitated; but the government intervened and attempted to keep the miners out until a treaty with the Indians could be negotiated.
There was not further attempt at exploration until July 1874, when Gen. Custer with his regiment of cavalry and a corps of scientists came down from Fort Abraham Lincoln, entering the Hills from the west side, passing through them, scaling Harney Peak en route and discovering gold upon French Creek, near the city of Custer.
Nearby Rapid City, also founded in 1876, is the county seat and home to Ellsworth Air Force Base.
