Democrat & Chronicle: City casino deal may be closer
Attorneys for the New York Cayugas have filed research that says fewer than 2 percent of the Oklahoma tribe’s members have any Cayuga heritage, and that 2 percent come from Cayugas who left New York before the 1794 treaty on which the land claim is based.
Thursday’s memorandum of understanding with the Cayuga Indian Nation of New York signals the state’s interest in settling a longstanding land claim of the Seneca-Cayuga Tribe of Oklahoma.
The Seneca-Cayuga and New York Cayuga have been embroiled in a federal land claim suit in Seneca and Cayuga counties since 1980.

ICT [2004/09/14]  Let the games begin: Seneca-Cayuga Tribe has legitimate claim
Unlike the Cayuga land claim case, the Oneida land claim remains at an unsettled impasse.
As descendants of Cayuga Indians who never left New York, the nation's sovereignty over land claim territory faces a lesser degree of challenge.
But two factors - the collapse of their June memorandum of understanding with Albany to settle the land claim in exchange for a casino and continued pressure by the Oklahoma tribe - seem to have derailed their aspirations, at least for now.

Oneida Leader Testifies Before Assembly Hearing
The Cayuga Nation of New York has been a landless Indian nation since the illegal transactions took place which are the subject of their land claims litigation.
The Tribe argues that the land claim litigation has established that it has a possessory interest in the Cayuga reservation and that it is a successor in interest to the Cayuga Nation.
A co-plaintiff in the Cayuga claim is the Seneca-Cayuga Tribe of Oklahoma.

The Mingo were groups of independent Iroquois - mixed Seneca and Cayuga hunters with a heavy percentage of descendents of Neutrals, Huron, and Erie who had been adopted by the Iroquois during the 1650s.
The British were aware of the American dilemma and let it be known to the alliance tribes they would support them in any conflict with the Americans.
This self-serving agreement was between two parties who could no longer control the people they represented - the British for the Americans and the Iroquois for the Ohio tribes - and condemned both to a fifty-years of war which claimed more than 30,000 lives.

But the Cayugas' supporters say that full approval is almost certain to follow the recommendation and that settlement talks with the Pataki administration have been going well.
Timothy Twoguns, a representative of the Cayuga Nation, said in a statement that he was gratified by the proposed settlement, which he said, would "enable the Cayuga people to establish itself in its traditional lands, which it lost more than 200 years ago."
The Pataki administration has been negotiating for years to settle land claims with a half-dozen New York tribes, hoping to use the promise of casinos, rather than taxpayer dollars, to persuade tribes to drop their claims.

Members of the Oklahoma tribe say there's no doubt that Cayuga blood still runs in their veins, although the federal Bureau of Indian Affairs forced them to change their membership rules to include patrilineal descent as well as matrilineal descent.
Both tribes have hired expert witnesses, who have filed lengthy documents claiming to prove or disprove the Oklahoma tribe's continued connection to the New York lands.
In the 170 years that the tribe has been in Oklahoma, it endured federal pressure to change its way of governing and how it defined membership, and even a failed attempt in the 1950s to end its official existence.
