This is symptomatic for all the problems facing the Basque country: the party who's been in power for 20 years, the PNV, refuses to remove ETA and its allies from the centre of power - instead it's trying to make them conform.
Basques living in Scotland however must also have been horrified to see Scottish newspapers pin the blame to all Basque nationalists without any evidence whatsoever.
