The idea that the Baltic sea rim might be a distinct economic region seems to go back to the idea of a new Hanseatic league, raised by the (Social Democratic) regional leaders of Northern Germany as a counterweight to the perceived southerly orientation of (Christian Democratic) Germany.
One of the possible routes for Russian gas would be via Finland to Germany either through the Baltics or utilising the Baltic Sea seabed.
