In 1936 the oblast was redesignated an autonomous republic, but both ethnic groups were exiled to Central Asia in 1944 for alleged collaboration with the invading Germans.
The republic was reinstated in 1957, and what was left of the original population was allowed to return.
In 1944 the Balkars, like certain other North Caucasus groups, were deported to Central Asia because of their alleged collaboration with the Nazis, and the region was renamed the Kabardin Autonomous Oblast.

The republic has interpreted this to mean that the federal government cannot send conscripts from Tatarstan to Chechnya (thereby implying that Chechnya is independent), and it has therefore objected to the fact that some conscripts from Tatarstan have been forced to serve in Chechnya.
As a result, the most significant pro-Moscow political force in the republic at the time was the Tatar branch of the Democratic Party of Russia (DPR), a Russia-wide democratic-centrist party headquartered in Moscow.
Although Khasbulatov's threat was not carried out, it reinforced Kazan's belief that the "democrats" in Moscow were the republic's political enemies.

One bold attempt to prevent the growing sovereignization of the republics was the abortive Communist coup of August 1991.
Besides the collapse of Communist power, the most important result of the coup attempt was a rise in centrifugal forces, resulting in numerous proclamations of self-determination across the rapidly disintegrating Soviet Union.

 LAW OF GEORGIA ON THE BUDGET SYSTEM
Autonomous Republics and Local authorities are entitled to borrow only from the Government or, with the permission of the Minister, according to procedures determined by legislation.
After reviewing the annual report on the state budget performance, as well as after the report of the Chamber of Control of Georgia, the Parliament shall issue a resolution on its approval or disapproval no later than November 1.
Local budgets shall be executed in accordance with the principles of Article 26 and according to the guidelines pursuant to Articles 28-36 of this law and the organic law on local governance and self-governance.

 Georgia Districts
ISO-1996 listed two autonomous republics, and stated vaguely that there were also some prefectures, but it had not obtained their names or quantity.
I will call these two versions FIPS-1995 and FIPS-1998.
ISO-1998 lists both the autonomous republics and the regions and cities that are contained in those republics; therefore, this area is covered twice.

 Georgia Regions
This new list is the same as the one below, based on the Georgian Parliament Web page, which I posted here over a year ago.
A substantial part of Kars was lost to Turkey in World War I. Georgia declared independence on 1918-05-26.
It became part of the Transcaucasian Soviet Federal Socialist Republic on 1922-12-15, and remained so until the dissolution of that republic in 1936.
